Is the highlander's targe real or not?

It's listed as one of the items that drops off of Overlord Bakgodek but I've never seen it. Ever.

So is it real or not? If it is real what does the shield bash +15 do exactly? If you have this or know somebody that has this and can answer my question. I would greatly appreciate it.

seen it, and +15 shield bash is 15 more damage. not sure if it helps with stun duration or chance.
