i played this game for a while and before i quit i remember the playonline viewer running slow and it looked very pixel-ated and now i'm decided to get back into this wonderful game and it still has this same problem.. it won't allow me to update, and even the mouse moves slow in that window.
so is there any way i can fix this problem? has anybody had this problem?

I get that problem when running in windowed mode instad of full mode. I also got that problem when I disabled the ATI smartgart service. Maybe you don't have drivers installed properly? E:

Have you tried downloading latest ati drivers and reinstalling?
The redundant steps I'd take would be:
Get directx 9c
Find out motherboard model and get latest chipset drivers
Get latest ati catalyst drivers
Find out monitor model and download drivers for it, making sure you don't have a "default monitor" installed in hardware manager.
Right click "my computer" and go into "manage" and go into "services and applications". Make sure "ATI Smart" is set to "automatic", maybe even try starting it manually by right clicking on it. It doesn't remain "started", but if you monitor flicks off and on you might've fixed it.
