How do you use the new Despensing items?

I was thinking of buying a Potion tank but, i was wondering how it works? I get the part where u can click on the Use button in the menu and it will despense an item, i think??? But is the tank totaly depleated when u have taken the maximum amount of potions out of the tank? Is there any way to reknew the total suply?

usually is a delay on items like that, (equip it, wait 30 seconds till its usable) open inventory, click the item, click use.... 1 point goes into your bag. when it gets 0/xx depleted, the item turns into a normal item, cant be recharged
