Right now im limited to 30 at the moment , If I take this and start cooking what level should I be expecting to get to (approx)

Your question is a little vague, what do you mean by level 30, is your cooking skill 30, or is your character? And how much are you willing to spend?

im sorry I was in a little rush as of right now I have 30k to spend my cooking skill lvl is currently at 3

Depending on what you cook, You could get to 15-20 with 30k I think. Just farm for a while and you can get cooking to the 50's so you can make Kabobs and Apple/Melon Pies.
