yes, but in Japanese. it makes even the impossible combinations possible, like AF pieces of different jobs on one character, or dual wielding Rare-attribute weapons.

Im having a little trouble with the model viewer, any tips or translations for the readme file available or am i going to have to go through trail and error ^^;;

First thing you'll need to do is set your default non-unicode language to Japanese.
The set your FFXI directory by going to (S) -> (P)
You can then select all the options for NPCs or PCs from there. Have a play around with it.

Hm, thanks but it is still giving me the system file cannot be found when i enter in the FFXI folder, any ideas why?

<Model Viewing>
Move Model : Left Mouse Dragg OR Arrow keys
Rotate Model : Right Mouse Drag Ctrl+Arrow keys OR (Rotate Z axis with Shift+ )
Zoom : Left and Right Mouse Drag OR PgUp/PgDown
Right viewpoint : F1 OR D
Left viewpoint : Shift+F1 OR A
Top viewpoint : F2 OR W
Bottom viewpoint : Shift F2 OR Z
Front viewpoint : F3 OR S
Rear viewpoint : Shift+F3 OR X
Default viewpoint : F4 Or Space
<Controller>
Radiobutton : Select character between PC and NPC
IDBox : To the right of the Radiobutton, will become active when viewing NPC's
Click in the box and modify the model ID with + / - keys
Various lists : As seen
Motion : The ckeckbox to the right of the list will start the motion
The box to the right of the checkbox will manipulate the frames ( + / - keys )
Motion names are listed with 3 small letters as in the DAT files.
The eventual captioned letter at the end describes motion types,
A = Normal, B = Wielding weapon, C = Riding Chokobo
Save Button : Will save the displayed model as MQO file,
The checkbox to the right relates with the MQO to DAT conversion,
Avoid this checkbox unless you know what you are doing.
<Menues>
FPS : Eperimental use, may cause heavy workload.

Settings : "Display filenumbers in list" As seen
"Set FFXI installation path" Normally this tool get the installation path
from the registry, but if that fails try setting it here.

MQO Export Settings : The model will be extremly small if you export the FFXI model as it is,
so this sets the "Normal" export to enlarge the model 500 times the original size,
"Large" enlargens the model 1000 times, "Small" to 200 times

Sorry.. I've never risked messing with the language settings at all.. How does one change their non-unicode language to Japanese?
EDIT: I think I found the place to change my non-Unicode language, but I don't have Japanese as a choice from the dropbar menu..
