Herald for PvP

Where is the herald for PvP? I heard it was in Meriphtaud Mountains, Jugner Forest, and Pahhow Matshlands. Where is the herald? I went to the mountains and checked everywhere, I couldnt find him!

i`ve found him in all those places,check near the outposts,i actually almost ran over the pasdow herald with my chocobo,he was standing in the middle of the path.

i tried finding that herald in pashnow with no luck.

this whole ordeal of getting the pvp license and finding the herald afterwards ridiculous.

i dont understand why they have to make it so dificult to enter the pvp matches.
