Where does one get a moogle belt?

I've seen people wearing them but don't know how to get one, I'm guessing its from the moogles, located in the city. But all I get from them are fire crackers, I was wondering what I have to do, to get one?

I think that event is over.

I think they were originally from the first anniversary event, and the moogles for the second anniversary event were also giving them out (I ended up with a silver moogle belt. No idea what I'll do with the thing), but needless to say, both events are over. Maybe the third anniversary event will give them out, too.
