World Passes... where do I buy?

I'm in Windy, and I need to know where in Windy I have to go to get a World Pass. I know where to get one in Bastok. I've never gotten one in Windy.

Alright, it's in that giant tree...thing. (forgot the name, heh)

Once you're in, head north and go into that door. The taru on the far right gives it to you i think.

In port San d'Oria, near the mog house. You get it from some old guy.
