I'm fairly sure that you have to be at least level 30 in a job, and have to have 180+ hours of gameplay.

I could be wrong about the hours, though.

Why don't people ever read the damn patch logs?

You are asking people to learn, that's hard since learning isn't in their RL job trait.... you will be surprise how many high lvl doesn't know what skillchain is...

The AMAN in Bastok is in Metalworks where all the consulates and the presidents office is, right when you get outside basically.

Well it was an interview, and in lots of interview they have said that they are not planning on adding new jobs or level cap raise in the near future.
