I read that a teleport system has been unlocked for this server (Bismarck) I was wondering do I have to do some type of quest or mission in order to unlock and or use it? If so is there a fee to using it. Where would the teleport take me to is it from nation to nation or just out posts?

To outposts that your nation controls. You have to complete the supply quests to each outpost that your nation controls first.
