FFXI is made for the PS2. It's a PS2 game. The PC version is simply a port of the PS2 version.
Because most TVs run in much lower resolution than computer monitors, FFXI for PS2 runs in a lower resolution than the PC version does. While this does slightly lower the quality a bit, it's not much of a difference, since you are probably playing on a TV which is bigger than your computer monitor. Trust me, it's really not too big a difference.
The only other differences you'll see are the controls. Personally, I find targeting to be much more convenient with a PS2 controller, and while you can still use only the keyboard to play, I prefer using the PS2 controller.

The PS2 version costs more than the PC version because it comes bundled with the Playstation 2 Hard Disk Drive. Getting both for $99 is a good deal, if you ask me.

Also the PS2 version is much cheaper than the PC for those of us with older computers. Graphic card alone can cost 3x as much as the HDD/FFXI bundle.

The gameplay will not differ at all, as I suspect that the keyboard setup for PC will be selectable for PS2 as well, so all input options for one system is usable with the other. Basically, as others have put it, the game originally was released for the PS2 in Japan, and the PC version was a port.
I guess the only true difference is that Bamce will flame one to no end if they are playing the NA PS2 version. (annoying, but, board trolls are board trolls)
