I think the two newest servers are Asura and Sylph. They opened shortly after the NA FFXI launch for PC. I think a lot of English-speaking players from North America migrated to Asura. Probably Sylph, too.

If you want a server that's equally populated with Japanese players, I'm sure you could pick just about any server.

If you go to www.playonline.com and look at the sever list the the servers are listed in the order they were made. Asura is the newest so it is the last of the list. Fairy was the one before and so on. As for the amout of Enlish and Japanese speaking I have been on three servers and they all really seem the same. theres even some that are typing in spanish, french, german that I can tell from reading the text too.

All I really want is a server with a medium server population, not to high not to low. I good server to have a nice start.

What server would you suggest trying to go to?

wow 40% english. I'd love to play on a server with so many fellow countrymen.

Either something very strange happened or you mean english speakers, and then english is a compulsory language for most countrys in the EU so you would mean english speaking 50% anyway.
