Fishing up mobs???

I was wondering when do you fish up mobs? Is it in all places outside towns or just some? I'm thinking of trying to fish in batilla downs where the mobs can give me trouble so I will try to avoid them, unfortunately if I fish up a mob then that won't work now will it? lol. So when do you know if in the area you are in you might fish up a monster?

Towns are safe, and so is sarutabaruta and buburimu peninsula.
Batallia and sauromugue have monsters to fish up.

Other areas, well, you'll have to find out the hard way if they have monsters or not =._.=;;;
