Damp scroll

i am wondering what this... a ninja friend of mine would like to know too..they said they can buy powder for it but cant obtain 1 to check due to umm..none at AH

If you speak to Shivivi (The taru ninja walking around in the hallway) with the "Damp Scroll" in your inventory, he'll offer you the quest to obtain "Jobaku: Ichi" (That's the paralyze ninjutsu lv.1 spell). The scroll can be obtained by fishing in the Sea Serpent Grotto.
