glittersand quest???

hi all! i have a quick question regarding an item i found called :Glittersand: its rare and a quest item...does anyone know for what quest this item is for? btw i found it in rangemont pass from an evil weapon! thank you all!

If you don't know what quest its for, how do you know it's a quest item?
