Whats the rough % of casting time does this skill decrease? I don really see myself casting any faster...
I think... I repeat, I think that it's 15% for each passive bonus. At level 15, you get a fast cast bonus, then again at level 30 or 35 you get another. After both, your casting time should only be 70% of what it was.

Very small. What I have noticed with fastcast is that it helps prevent spell interuption a little bit. I think it gets very good after you get the RDM AF armor. Then its nice smooth rdm sailing.

Applie Pie reported that Fast Cast I reduced the casting time to 75% (i think) and the the rest only reduced it another 5% per trait. Most of your fast cast comes early, at 15.
Most people don't notice because your spell timer still goes all the way to 100%, even tho the spell got cast at 75%.
Next time you cast carefully check your casting bar. You'll see around 75% that your spell actually hits, but the little bar still continues on to 100%.
Many people just assume at 100% you are done so never end up actually benefitting from Fast Cast.
There's also quite a bit of time associated with the casting start animation and ending animation which doesn't seem to get reduced. So for quick spells, there isn't much total reduction. But if you ask a Bard who is subbed Red, most will tell you they can tell a difference because their songs are very long to cast.
And then there's the recast lockout timer on spells. So if you are casting the same spell in a row (like Cure III -> Cure III -> Cure III etc) you get no reduction in time at all because of the lockout timer.
