Weapon Skill apply to both weapons when Dual Weilding?

When you have a weapon in each hand and use a weapon skill does the weapon skill apply to both hands, or just your next swing?

if you sub ninja and duel wield the weaponskills will be same regardless of 1 or 2 weapons.

when i got to lvl 10 wid my ninja and equiped a second katana i did notice my damage go up when using blade rin and retsu
