um in a way. If you had done the missions to get the conquest point. y\You can get it for free. If you talk to the gard well at lest the one in bastok had it last time i looked

You can do a quest in Bastok to get the Warp Spell "for free".

You need about 10 quests done in Bastok to recieve the Warp Quest. Rank, nation and CP mean nothing here. Slime Oil cost me a mere 600 gil at the AH.

BLM players should be aware that the "Instant Warp" scroll offered by the guards of your country are NOT learnable - they are a one-use item usable by any character. You need the level 17 Warp scroll which is obtained from the "Mean Machine" quest in Bastok to learn the spell.

It took me about 15 quests to get the Warp quest. Some quests give more fame than others, so it will probably take about 10-15 Bastok quests to get the Warp quest from Unlucky Rat.

Nope, otherwise there would be 99 copies of the scroll at every AH.
