The ticket costs 100 gil which is affordable for most and no there is no minimum level to ride it. However, to get to Mhaura without getting aggroed by monsters is the tough step. Just be careful and go slow. The gobs are the only ones you'll have to worry about on the way there but there are quite a lot of em strolling around.
