There are several voice over the net applications you could use by running them in the back ground of the game (assuming your on PC and not the PS2) but as far as I know, there is no ingame method for voice communication. To use a thrid party program you'd need to cordinate with your friends so that they are all running it.
Go to download.com and search for one. Its been ages since I last used one so I can't tell you which ones any good these days.

Me and a friend of mine are using Ventrillo to talk to each other. Other then that you have to pay to use it but we been using it on other games as well. I am sure there are more programs out there that allow for free toos. Just have to do some searching.

Very popular in the first person shooter world these days is Ventrilo, particularly since there are clients and server apps for multiple operating systems ranging from Windows to linux to Mac OSX, all of which can interoperate with one another. Free for non-commercial use too. It's the overall best all around voice app I've used when evaluating overall sound quality, feature set, and system resources utilized to operate it.
For reference, I've also used over the years Roger Wilco, TeamSpeak, Microsoft's voice client whose name I forget now, and a couple other smaller ones. Ventrilo's been my fave of the bunch.

You don't need it.
One of your friends must host the server
and the rest will communicate through it.
So you need the ip of your friend that is hosting it.
