Conquest, ties possible?

Just a simple question about the conquest system I was not able to find anywhere, in the way it ranks nations from first to third. Is it possible for two nations to be tied? Or is it always 1st, 2nd and 3rd?

On the beta server We (windurst) tied with bastok, and sandoria pulled out in first. However, we are listed at the bottom so I don't know if that places us in last or if it matters. I think bastok has been third for a while so maybe it was a balancing thing that put them second on the list and us third.

Right now the tally is windy:2, bastok:2, and sandoria is pwning with 4 O.o as much as us and bastok together, and twice as much in comparison to both.

I think when your tied it's listed in alphabetical order. Just so there is no confusion.
