Ok I'm not exactly sure what a world shifter is. I think it allows you to change servers? I don't think they are in-game yet. So could someone explain exactly what they are and when they will be in-game?
It's up to Square when they want to put the world shifters in.
In the past they put in world shifters when there's new servers openning up to let people get away from the over crowded worlds.
Have to keep checking FFXI's official site for news, they always tell us ahead about them.
Approximately, how long to the World Shifters stay around for?

is it likely that they will implement them for those in the old servers so that they can move onto the new servers and mingle with more english speakers?

I read a statement somewhere (seemed pretty concrete) on how worldshifters work.
1) When the population of a server is high, they will appear and warp you to a random server, no choice involved. :/
2) They won't warp you to new servers immediately, only after a several weeks or months, intending they appear again.
I guess this is all subject to change, but they seem like accurate definitions. I know I wouldn't want to have 90% level 1 to 10s and 10% level 50+, it would spoil my experience, motivation and the economy.

they tell you what server you'll be switched to, it's not a random one.
It's only done when they create new servers. They'll say, these 5 or 6 servers will be put on this new server if you shift, these other ones will be put on this server. So if a bunch of people from the same server world shift, they all get sent to the same server and not all over the place.

Your suggestion about it being only 1 server to another (and not random) sounds quite feasible.
Could you clarify yourself when you say "It's only done when they create new servers" though? I could believe they would allow for example a load of Ragnarok players to move to some lesser populated JP server. I really have a hard time believing they will just allow loads of population onto a brand new server, if that's true, i'm sure a LOT of players are going to be annoyed..

I think your hypothesis is feasible SuperNick. When I read about World Shifters on GameFAQs.com, that is how it came across to me. Whenever a server is heavily populated, the worldshifters come and see if anyone feels like changing (Which I bet several who are on a quest do.) Then they (The players) Go to the new server and feel better about being able to slice up that monster they need to.

Like I said, I'd really hate it to be playing as 90% level 1-10 and 10% or more like level 50+

they don't put in world shitfers directly after new servers are up tho. you'll have a clean world for a couple months.
but then you'll have to understand importers like me too. I'm desperately wanting to move servers to play and make friends in a world I can talk to everyone.
I've been in japanese server for a long long time and making friends always is a problem for me. I feel lonely, can never make new friends and can never lead any huge hunt, can't talk when im in group, if you understand my feeling. I'm stuck to a small little group of friends right now.
It's a horrible feeling im having. I wanna move asap :(

Wow, someone who has EXACTLY the same feelings as me. I tried telling some importer LS on Ragnrok those feelings and some people were like "stfu n00b it's much better here than anywhere else" despite the fact i'm subject to all the reasons you listed..
I totally sympathize with you and that's exactly why I want to be on an English server from level 1. Make friends, be equal level to everyone else (at least for a few months), go on hunts, have a really great guild, have more fun in group instead of seeing Japanese text all the time.
I understand you're level 70 though, to me that would be hard as hell to leave behind, but honestly it means a few or more months of waiting.
You should try to reconsider starting from level 1 with everyone on a new server, at least you'll make loads of friends and be coming up with everyone else then. And at a later date, move that slot to that server, if possible.
