alright I'm trying to get a world pass for a friend but I have no idea how to get one, where do I go to get a world pass for someone else if I'm already on the right server

I'm not sure about the locations in Bastok or Windurst, but you can buy a WP from the person in front of the Mog House in Port Sandoria.

bastok - port area. an old man in a tent. there's a few tents with NPCs selling stuff along the way in the port area, WP old man is in one of them

windust - wall area, in the giant tree (what's it's name?) go in you'll see a room with 3-4 tarutarus writing books. 1 of them will sell you WP.
