How do I change the default language on my computer so like my windows menys and start meny is on Japanese?

The only way to make the computer have all menus in japanese is install a japanese version of your OS.
If you use Win2k or XP, you can change the computer to behave like if it was a japanese OS, still all menus will be in english, exept for the input system window (IME), which will change to japanese. that is the only window you can switch language to japanese.
