Levels 1 to 18 cover a lot of ground, so the average cost isn't really going to help you much. I've found the spell cost has matched the level pretty well -- I've never felt like spells were too expensive. FYI, I'm a lvl 19 black mage, so I can't say if this applies to white or red mages.

The early Black Mage spells are cheap. You get the first for free, the next two are just less than two hundred gil each, and then two others, Bind and Blind, drop off of certain enemies. The rest under level 10 are a few hundred gil each. I never had too much trouble affording these. From there, they go up a couple hundred gil per level. There is generally only one spell per level. At level 19, I bought Waterga for something like 2100 gil, the most expensive yet. But even that was pretty affordable, and I have several thousand gil still burning a hole in my pocket.

You have to sell quest reward items and the items that drop from enemies to earn that gil, of course. So the auction house is going to be your best friend. And if items aren't selling fast enough at auction, don't hesitate to sell to the NPCs. Less gil, but it's immediate. Certain quests that give gil as a reward are also repeatable, for instance the infamous "Crawler Culler" quest in Windurst that gives 600 gil for bringing in crawler drops.

I've seen that some spells sell for a lot more at higher levels. Actually, even at my level I see spells that are selling for 5k. I also read that a spell for RDMs called Phalanx sells for around 500k, but it is a spell for the upper 50s or 60s.
