My resident storage character Tripmastermonky is selling level 1 arrows for low, low prices (lower than shop in fact). So all those rangers in training in need of lvl1 arrows, a quiver goes for 500gil. Soon, once my bonework skill is high enough, I will add lvl7 arrows to the deal (at 700gil a quiver).
Those interested can give me a tell in-game. I'll be quick to send them to your mog, or if needed, make some for you right on the spot.
