I think that lottery # is based on how often you try to claim items. Pass occasionally :P

Lowest I've seen is 2. Highest I've seen is 998 I think. It was in the 990's.

when your in a group, and a monster drops an item, to make things even, everyone who wants the item can place a sort of bet, and itll randomly pick a number from 0-1000

whoever bids on that item, and has the highest number wins the item.
