No Royal Footman's Tunic on Rag?

Few minutes ago, I was on and I went to look at the stuff I could buy with 1000 conquest points. In beta, rft(royal footman's tunic) was there. Its not on Ragnarok. Is this because San d' Oria is in last place in the conquest race? Where can I get one now besides the auction house?

I was just looking at that stuff I believe that the tunic is under the 2000 point stuff along with legs.
