If there was a corresponding hike to spirit aggressiveness, say like a hidden effect of +30 summoning magic skill when using that spirit pact to go along with the hidden effect of +mAcc with that spirit, then yes, that might be useful. As it is now, I really wouldn't want a pact to have all kinds of magic accuracy if all it's going to use it for is Rasp and Slow. If it's firing off Quakes and Stone IVs, though? Yeah, I'll put him to use.
