I don't think any one NPC gives the quest.

Click on a ??? that appears in one of the four libraries on the third map (F-7, F-9, J-7, and J-9).

The map 'quest' can be done solo if you don't feel like putting a party together.

You'll need:
at least one bronze key; or go as THF to pick locks
some hi-pots
reraise
silent oils

With a key or thief tools, its pretty easy to get to the third floor with no major issues. The trick in all this comes on the third floor in the hall before the library. There are two stegos in the hall that seem to always look up or down the hall, which makes sneaking by them pretty much impossible.
Once you get to floor three you need to get reraise up, run down the hall, aggro both of them and run back to the room you started in. Once dead, reraise, use meds til you're in white health, sneak up and run like hell into the library. The stegos have an insanely fast repop time (like 30 secs), so you need to move fast. Once you get into the library, just hope you're in the one that has the ??? you need. There are usually two ???'s in the library that will open doors and passages. Be careful because there are some dead ends. The north-south passage connecting the libraries is free from aggro iirc, so you can use it to unweaken without fear of fomor violation. If the two on the first side you try don't have the ??? for the map, then you'll need to go back down to floor two and come back up on the other side and try it all again.
however... if you have a party for 2-3 or a subligar run then its all pretty easy.

So the ??? doesnt always appear in one place right?

no, it can be in any of the four library rooms. There's usually at least one ??? in each one, but those are door switches.
