What to do with the present???

I have gotten this present I am supposed to give to the kids. None of the kids I have tried to give it to will take it(Bastok mkts, and port). Can someone tell me who to give it to(or do I need a tree 1st?)

From memory, I think you have to be wearing the Dream Hat when you try to give them the presents.
