I am not a lawyer, but... does the word "jurisdiction" mean anything to these guys?

Illinois can't just pass whatever laws they want governing the behavior of Japanese corporations. This is the same reason the operator of every porn site on the net doesn't get prosecuted in West Jesusland, Georgia - or, for that matter, why the operators of dozens of political sites don't get prosecuted in China.

Well I can't really say I oppose the idea of companies providing actual website services for de-subscribing to basically any online fee-based service. However, I don't really agree with forcing this as a regulation because of some citizen's apparent incompetence, but there's America for you.

SE's headquarters reside in Japan, yes. But they have regional operations that take place within the USA, subjecting them to American laws.
