Angel Skin fishing

I saw that angel skin is dropped by a monster that's fished up in Kuftal tunnel, like a devil mantra or something? Anyways, I'm wondering if you need a certain fishing skill level in order to fish it up, or if any level (1) could fish up the monster.

you don't need fishing skill to pull up monsters. Some experience with fishing would help tho, so you can kinda identify when monsters bite your bait.

RMT used to fish that thing up all day. I heard S-E made it so that you can only fish that monster up once per hour. And it's per area, not just per character.
Don't quote me on this tho, I was a hardcore fisher but I've never fish for that thing before.

Angel Skin fishing:

Fish in Kuftal, preferably with a strong rod (Halcyon or Lu Shang's) and a Fly lure (very cheap from fishing guild.)

You will only catch monsters (!!!), and you will know when you catch the Devil Manta because it will be significantly harder to pull up then any of the other mobs.

From my experience (and what others have told me), the Manta acts like a normal mob in regards to how often you can fight it (aka it has a spawn/respawn time). Thus, if you catch it, and then kill it, you will not be able to catch it again until ~15 mins have passed since its last death. If RMT are around (and veteran Skin fishers) you'll notice they don't fish much immediately after one is killed.

Drop rate is fairly bad, even with TH2, but depending on your time and commitment, you can definitely win with this. (I spent 6 hours getting 1, but I synthed it into my heca body, so it was all good).
