I was going to see if I could finish off the two map quests, so I got a Chicken in Lower Jeuno and hit the Maw in Rolanberry Fields so I'd be close to the C. Nest. This time it didn't ask me to use my feather, but started a cut with the same character from the first Maw cut scene. Nice long and long and intriguing. And, though we already knew, we know who the character is officially. New mission is labeled as that character's name. (Sorry for the wording, don't want to give away spoilers when PC people don't even have the game yet.)
To this point, I have made it to Windurst. Done a few quests. Completed one of Windy's Campaigns (480 Allied Notes & 91 Limit Points), and gotten Sigil. I don't have all the Maws yet, in fact I have the 3 surrouding Jeuno, the one in W. Saruta, and that's it. I ~think~ you may just have to join an army, and that's all. I also did a bit of Campaign work in the Necros. Got 47 Allied Notes, 90 Limit points, and have no real idea what the hell I did. Odude

I couldn't get the 9 maws done tonight b/c I got caught up with some other stuff irl. I've used the Rolanberry Fields Maw in the present alot too and never got a CS started from there. I've also used the Batillia Downs and Saur. Camp Maw as well with no luck. I have completed the two Tigress quests, and just reconfirmed that the Snakes quest isn't in my chat log either.
I thought maybe you just had to enter from that Maw you first arrived in the past from, but I've used this Maw to get back to the Necro several times. Perhaps only the 2 TIgress quests are required because of the cut with the Star Sybl.

I take it back. I did do the Snakes quest, just didn't think to check the CORRECT completed list. It's the first quest you have to do to become an official Cobra in Windy. Odude

And to make it worse, the quest itself has no mention to snakes. So it didn't even occur to me, that that could have been it.

I really wish I'd done this map quest BEFORE I went and did the second Tigress quest though. I got lost trying to find the NPC, and had to get help. FFXI Atlas now has some edits to the map, but it doesn't cover all the stuff in the middle of the map that's not shown. I also find that unless you've joined that region's Campaign, and have the sword icon above your head, those NMs will NOT agro. They seem to completely ignore you. And at one point I fought one with out joining and it never fought back even once. I didn't test it last night in the Fort because I was surrounded by like 10 of them and only had one RR charge on my earring and had yet to fight the NM I was there for in the first place.
That Coeurl NM was a beast too. The move Blink of Peril hit me for an average of 900dmg, completely went through my Utsusemi, but I had Stoneskin and Phalanx up. I was resting after my fight, when I saw a PLD/NIN go from 100% HP to dead after this movie. So becareful with that if you go the Windy route. I thought it said 4, 5, 5, so that's what I tried. (What? It was 3AM, I was too tired and stuffed from turkey goodness to actually *gasp* look at the cutscene! lol) Now that I go back and reread what you posted, and what I remember seeing this morning before work, it was the same. So I guess my post earlier needs to be edited.
Speculation:
In a few of the cuts I've seen, I keep hearing NPCs talking about how you can't enter Jeuno unless you're a member of an army. For those of you who are on #3 and aren't work today, see if you can get into Jeuno. See if you get another CS and possibly some information that will point you in the right direction.
Was this information really this vague in the previous expansions? Or was I just patient enough that I didn't try them until a month after they were out? lol Odude

The NPC is in the Necros, her name is Erlene, and if she's standing there, she stands out since she's in SCH AF. The comment about the CN was how you get vellum.
So once you have the 12 Vellum, RDM or BLM main job with 2hr ready, go to Necros and talk to Erlene for the required cut scenes. Odude

Rolanberry Fields [s] is where the cavernaus maw from batalia downs (see pic above) dropped me.
In Rolanberry Fields [s] at H-6 is drops you. heading up towards the bridge to Batalia I came accross 3 types of mobs.
Death Jacket - No agro registered Ep-DC to my 43 pld.
Death wasp - EP no agro (see pic below) 
Lycopodium (a type of mandy) too weak - EP
Heading to Batalia through a gate (no access to jeuno)
This map i have edited. the red line shows the rampart that you have to go through to get to Jugner for Dancer quest. The area to the east of the rampart where you enter the mobs are registering too weak to DC to my 43 pld, it is quite safe there for a lvl 40+ character. 
Mobs there are as follows
Ba - Bird - too weak - DC (no agro)
Lycopodium (mandy) too weak - EP (no agro)
Stalking Sapling too weak - EP (no agro)
Sadly too weak - DC (no agro)
To the west of the rampart are higher level mobs. I only saw the following.
Goblins 3 types, all IT++ to me Best cast invis.
Smilodon (see pic) Tiger need deoderise and invis and sneak (according to wiki) is a lvl 55 according to wiki, obviously registered as a IT++ 
Wight (skele) Nightime, need sneak was DC-IT+
I did;t see other mobs during the route to Jugner.
In Jugner I saw 7 mobs.
Wondering Sapling too weak - EP (no agro)
Lycopodium (mandy) too weak - EP (no agro)
Biddybug IT++ (see pic of bug with 2 75's fighting it) is apparently lvl 64+ according to wiki. 
Stag Beetle IT+
Land Pugil Ep-EM
Sniper (crab) Ep-EM
Hawktrapper (flytrap) DC+
Snipers, hawktrapper and land pugil (ep one) did not agro me when sneak, deoderise and invis expired when i was at lake to get stone for dancer quest.
