I just have a few questions. I apologize if this was already answered in the archives. (If it was, I wasn't able to find it)
If you register your account through a US game client (Valid address and all), are you able to change address/billing information if you move to a different country using the same client? (IIRC, you can only select US or Canada (?) during its registration.)
Or do you have to buy the game again in the respective country to be able to change the account information, or do you have to create an entirely new account for that one particular country?

If I switch to their respective clients though (For example, US/EU -> JP Client version), I have to use the Japanese expansions right, even though the original account was created with a non-Japanese client? (That is, assuming from the example, I have moved and have a valid address/cc in the said country.)

ALL The game versions are the same, the only thing that changes is the files or part of a file you open [Which is decided by which POL version you use]
Your ACCOUNT is tied to it's region. For example, if I downloaded TAU on my NA PC, and got a copy for my NA PS2, I could register it on PS2, and it would be valid on PC.
If I downloaded JP TAU for my PC, and put in NA codes, that would work too.
What would NOT work is if my japanese friend ninja'd SE headquarters in mid-april and sent me codes, partially because SE is rich overlords thus they'd send samurai after me, but mainly because my NA POL Account can NOT use Japanese (Or Europeon for that matter) products [read: reg codes]

I thought one could just purchase a copy of the JP FFXI/POL client (Assuming the original FFXI/POL account server-side was created with NA/EU.), log in with one's US/EU POL ID/Password, change respective payment/address information, and then it would be considered native to that region.
That is unfortunate for the players that played with accounts that don't belong to their respective regions though, I figured Square-Enix would let them convert their accounts by now.

You could use JP POL client, however you are not even allowed to access your account information in that case.
