Are there prerequisites for using the swirling vortex to zone to Lufaise Meadows?

You have to complete all 3 promies. Promyvion Holla, Promyvion Dem, and Promyvion Mea. It basically drops you right into Lufaise Meadows, and after that you can access it from the vortex.
