Which Starting Area Has The Hardest Monsters?

Which one of the starting cities has the hardest monsters surrounding it? i was just wondering

Outside of ever starting city the monsters are equal in levels I bealive, the farther you venture out the harder the monsters get but I think it is equal in every place.

Say you start at Bastok and you travel to Windhurst. Would the monsters be easier as you got closer to Windhurst? Because you can start at Windhurst if you wanted to and if they were pretty much all equal, I guess they would get easier. Right????

right outside of bastok will be the same as right outside of windycity, will be the same as right outside of Sandycity
