Don't know how he got the box but best bet is editing your macros using a macro editing program like Vanahand. You don't need the JP client to be able to do that, and it's not illegal.

The guy is JP on a JP client, I talked to him and he just started talking JP to me, well he might be trying to type chinese on it or something but the point is hes on the JP client and isnt hacking nething. The faces you see that JP ppls have are not inputed manually for example
you can set your IME so that when you type hello, then press spacebar you can chose a happy face automatically, its all pre-compiled perfectly legal, part of IME functions.

Just play with it and then copy and paste it into your macro editor.
The shift-jis symbols are under symbols in your IME pad I believe.
This one is actually very easy because there is no spaces.

Type "けいせん" (keisen) and scroll untill you find the lines you want.
"おんぷ" (onpu) for the note ♪
