It states that on page 11 of the manual. (Caution! I haven't been keeping upto date, so I have no idea if the 2nd part of that campaign has started yet. I've heard speculation that a part 3 will become available eventually but no info to confirm that. Try calling POL, they might be able to still re-activate but only way to find out would be to call them. Think about it: they warn you that if your content id is inactive for 3 months it is deleted and unrecoverable and yet they have a "Campaign" to get the information back they didn't *really* delete. So in that light they weren't just doing space maintainence but in fact just making it really annoying to access a character that has been archived perhaps on a different computer. They should be able to just give any character back with the click of a button. If anything it's their attempt to guarantee income when a player is automaticaly deleted because people are forced to buy a new content ID.
