This means:
If u finish the quest in bastok mines (I.e.) ull get 1 piece. To get the other piece u have to do the quest in port bastok, cause if u repeat the quest in the same place u will keep getting choco tickets.
Q: "If i get the doll in bastok mines (I.e.) , can i trade it to the moogle in port bastok? will i get the swimwear piece?"
A: Yes ;3

These events are always time-consuming and frustrating with HQ items being just OK except maybe the Treat Staff 2. I'm glutton for punishment so will probably work to get the +1 swimwear. I'm just hoping that they will be more than eye candy.
