to respond I found out Tarutaru F4A IS possible
select name of male tarutaru
go to rulude say no
lower jeuno say no
port jeuno red ghost say yes
back to bheem yes for silver hair(4A ) or gold (4B)

Hey Paipai Master,

maybe try talking to all 3 npc's in a different sequence
my guess still will be the last npc to be Red Ghost
since he's the only one that mentions tied back hair.
Then of course at Bheem for 'B' select most unlikely
favorite color.
