I downloaded the manage directX from your site and installed it. but POLutil still says I have no manage directX when I go into the audio part. There are painters who transform the sun into a yellow spot,

So the installer detected Managed DirectX, but POLUtils doesn't? If that's the case, the solution is probably simple: POLUtils checks a registry key, while the installer checks for a folder in the GAC (global assembly cache). So all you'll probably need to do is to make sure that the
HKEY_LOCAL_MACHINE\Software\Microsoft\.NETFramewor k\ManagedDX

"Extracting file failed. It is most likely caused by low memory (low disk space for swapping file or corrupted Cabinet file."
I search around on google for a fix. LOTS of people have this problem but nobody seems to know how to fix it.

LOTS of people have this problem but nobody seems to know how to fix it. | If it's really just the extraction that fails (have you tried running dotnetfx.exe with the /c switch to do just the extraction), I could upload the separate installer files as a zip somewhere (someone would have to donate space for that though).

If so, can you then successfully install it by running the extracted netfx.msi?
Also consider disabling any antivirus software just for that single install.

The file it stops on when it gives the error is "netfx.msi".

Never had problems with either of those.
