The first wave is for people who killed just their playonline account.... You will only be able to regain a character back in the second wave in June.

1 - I never cancel my POL

But I heard that you couldn't access your character until June. JUST got off the phone with POL rep, he said phase 1 (april) is for people who's POL accoutns have been cancelled/deleted; YOU GET BOTH ACCOUNT AND CHARACTERS BACK.
