That is just a chat log. Foreigners+importers talk to each other in english.
The messege from NPC and other thing else in game will all be in japanese. There are painters who transform the sun into a yellow spot,
but there are others who with the help of their art and their intelligence

a lot of things are MUCH easier to represent in English than in any kana...
also, to jp people who don't understand much english, it gives the game a non-domesticated feel.

This doesnt mean that every japanese person can read and write english, much less speak, but at least 80% have been exposed to enough english to recognise a few words. Think of this as a forign language class in american high schools, except that it is required not optional. Most people I talk to don't remember a thing from thier forign language classes. =P JYAN  ~No song is good without... Oh, cake, Yum!!~
