I think they would just be a pet class, they can summon a creature and control it like a beastmaster, theyd rely mostly on their pet for dmg dealing, and it would make sense that most would sub a mage class so they can blast away while the summon does its thing. the beastmasters 2 hour ability allows them to control the moster longer and make them stronger.

I think that substituting for the party would be out of the question. That means that the summon would have to have the taunt ability, or some variation of it.
If the summon is a two hour refresh for every job, then what stats would it use. The most logical stat would be int. But what would be even more interesting would be if they used all your stats. So when Ifrit attacks, it uses your strength stat, when he casts Fire3 or whatever, he would use your int stat.
If this were the case, then 1, I would guess that you would not be able to act yourself. Otherwise a party of 6 could quickly become a party of 12, and then an alliance could have 36 characters on your team. 2, you would also be too busy unless the summon was not directly controlled.
Now if summoners are a separate job, then first, I would expect that the first summon be given at level 1. I can't imagine trying to level up by soloing with a summoners assumed weak physical abilities, and only a sub-job for magic. You would be useless to a party as well.
A good question that I thought of is if it were a pet-type deal, would the charm stat be used? Along with the system of FF8 where certain summons got along better with certain characters? What would be interesting would be soloing as a summoner/beastmaster.
Or if the int stat were used, then would black mages be the common sub-job? Similiar to the pal/war combo that has become so common.
Something that I don't think anyone has considered yet is summoner as a sub-job. What would the strength of the summon be as a sub-job? Will summons have their own set of weapons, similiar to bards, making the summon weaker when it is not the main job.
This has become far longer than I had anticipated, and a granola bar to anyone that has gone all the way through. 1.Every Class(job) will have its own unique set of Summons that they can obtain (ie:White mage can get Chocho/Mog, Sylph and Alexander, while a Black mage can get Rahmu, Ifrit, and Shiva, etc)
2.Summons are obtained by quests.
3.The character equips summons at the mog house. only one summon can be equiped at a time.
4.When summoning the caster becomes inoperable and you take the role of the summon. the caster is invinsible to attacks but the summoned monster and caster share a certain ratio of health (ie: if the summon sustains 50% dammage the caster recieves 25% dammage)
5.When in control of the summon, unique special attacks,magic, and skills are at at the summon's disposal.
6. Summons use the casters stats in addition to added bonuses (ie: a strength oriented summon like Ifrit gains a STR or HP boost while a magical summon, like Carbunkle will gain a MND or INT boost.)
7.Summuns can only be used for a set amount of time.
8.As you level up with an equiped summon, it can gain new abilities.
9. If a summon is killed while in use, its reuse time is longer than if it were dismissed.
