Import won't let me cancel my account (screenshot)

Whenever I try to go and cancel my import account so I can upgrade to the english version I get this screen. I click on Services and Support, then Guide, then the seventh option, then the next button and this comes up instead of the screen asking for my ID and password.

Anyone know what it's saying and how I get past it to actually delete my old account?

It says that its undergoing maitenance and that it's scheduled to be over at 12:00 on the 19th.
