Technical Problem...could use some help

I've had this problem ever since I purchased the game...for some reason around Paladin's ( like the ones in the beginning of the game when you join San d'Oria ) I freaking lag like a mofo, not graphics wise, but for some reason my connection freezes me, like the music would keep going, while everything else stopped, then about a few seconds later everything would be going back to normal, this happens numorous times in game, POL GMs suggestions dont help at all (Firewall, antivirus, other things) i've tried different drivers but still no avail so im guessing it's something with my connection? I am on DSL and it shouldn't be doing this, but i've noticed that my Sending is Stable, but my Receiving is very unstable at times, this happens in battles also, any help would be appreciated.
