i have slots open but i have no clue how to make a char

On the main game screen for FFXI you will have four buttons on the right hand side. These are what they stand for:

Login/Connect::

Make Character::

Delete Character::

Logoff/Disconnect::

Select Make character and everything should be pretty much self explanatory. Ganbare~!!~

WTF? main game screen?????????????
there is like no page with 4 buttons on the right side

On the game "page" you said which has a taru in it, there is a big button on top.
It says "PLAY" in katakana.
Press it. Then it will show a page with a warning asking you to be careful and don't sink your own life into the game. Then the same button will be on the lower part of the screen. Press it again.
The game will then show two buttons, which means check for patches or quit. press the left one. If the game got all patches up to the most recent version you will see the title screen with the four buttons.

You got so far and still didn't got into the game yet ?
