Major Lag Issues: POL Error 2059!! Network Problems!

Ach, I don't think I can take this anymore. I get disconnected, lag, and sometimes become imobile and recently got: POL Error 2059 (couldn't take a screen shot because it didn't want to work). What is causing such major lag?? Is it AOL Time Warner Cable service??

My Send also dips at certain times, (it goes to under 100), which in case, I lag. I REALLY need HELP. It is URGENT!

ATI Radeon 9700 All in Wonder Pro
60 gig HD
Time Warner/AOL Cable Modem*
