Not possible to hold 2 daggers, secondary weapon means shield.
Rangers can use daggers axes and bows and guns. Thiefs can use claws, daggers, 1 handed swords, and bows/boomerangs/1 of the guns.
For a ranger, the first weapon doesnt truly matter, because your weapon skill will be for your bow. Thiefs, depending on your subjob, i f your subjob is a monk, use claws, if it is ranger, use dagger, if it is anything else, use 1 handed sword.
With steal, if you successfully do steal something "very hard at higher levels without good dex/agility" you keep it, and the party cannot roll for it.
